I think that using shade balls for the Lingguine reservoir could be a good idea as it is quite cheap for covering a whole reservoir. Also, it is less complicated to make than building a structure like a dome over the whole reservoir which would be much more expensive and would take a longer time to build than the shade balls. It will be as efficient as the dome but easier to make.
Yes. Reducing water usage in our homes can help to improve the water level in Linggiu Reservoir. Since we are using less water in our homes, less water will needed to be taken out from the reservoir. However, because of evaporation, water level may still decrease but the fact that we are using less water helps to increase the water level, even if it is just by a little bit.

The dome will be built to reduce water loss as it will help to reduce evaporation. However, water will still be lost through some evaporation and the amount of water people use from the resrvoir.
Based on my research, floating domes were planned to be built at the Hinze Dam in Australia, it would covered 70% of the dam and reduce 95% of the evaporation (the article is from 2011 and I cannot find confirmation whether they manage to build it or not).

While it may sound impossible to increase the level of water at the reservoir through using less water, but it may allow the limited resource to last slighter longer.
Have you check whether using man-made rain to create rain is able to cause heavy rain and hence fill up the reservoir?
I dont think saving water at home will improve the water level of the Linggiu Reservoir by saving water at home . However , we can try to conserve water when we practice water saving at home . When we do our part on saving water we can prevent the water level to decrease even further . Examples of saving water : half flush , taking shorter showers .

NO,I do not think that it will improve the water level of the Linggiu Reservoir by saving water at home.Even by doing so,we can only conserve the water in the reservoir and prevent the water level from decreasing.Water loss is also because of evaporation during dry periods due to nature.
No, I do not think that it will improve the water level of the reservoir if we save water at home. However, by doing so, we can try to conserve the water in the reservoir. If all of us do our part in saving water (using the half flush, taking shorter showers,etc), we will not improve the water level in the reservoir but we can help to prevent its water level from decreasing too much (even though its level would still decrease ,depending on how much water the reservoir receives and how much water evaporates).
According to the article, the possible reasons for the decrease of the reservoir's water level is most probably the weather. The temperature must have been very dry and hot during the dry phase of the monsoon in 2014. That resulted in less rain fall which came to fill the reservoir and more evaporation because of the hot weather. So, the reservoir lost more water than it received resulting in a big drop in its water level.
To make sure the reservoir loses less water due to evaporation in dry periods, a dome could be placed on top of the reservoir. As for the collection of rain water, smaller reservoirs could be placed besides Linggiu reservoir. Rain will fall into the smaller reservoirs and will be directly transferred to the Linggiu reservoir through underground pipes.

Reducing water usage in our homes may improve or not improve the water level at Linggiu Reservoir. Reducing on our water usage will decrease the amount of water we take from Linggiu Reservoir, making it last longer. So, if there is a drought and we still continue to take water from that reservoir, and reduce on our water usage, the water level may still stay the same in quantity but improve compared to a drought without saving water where the water level would decrease. On the other hand, if there is an unlikely case of more rainfall, and we still continue to take water from the reservoir and reduce on our water usage, the water level would most likely improve and increase compared to rainfall without saving water. But, it also depends on the weather which is one of the main factors. Regardless of that, it is better to reduce on our water usage for the safer side.
I think it is not possible that we save water at home to improve on the water level at the Linggiu Reservoir. We can make man-made rainwater when there is a shortage of water, as heavy rain would make the water level higher.
